Oklahoma man charged with manslaughter after woman killed by target practice bullet, police say
The woman who died on Christmas Day in Comanche had two children near her when the allegedly stray bullet hit her. Police have charged Oklahoma man with first-degree manslaughter for the fatal shooting of Sandra Phelps on Christmas Day. Phelps, who was with family when someone else started shooting, was found with a single gunshot wound to her upper arm and a bullet lodged into her chest cavity. The incident occurred near where Phelps lived and occurred near homes where all homes except Adams' had substantial backstops for shooting. Adams was arrested on the evening of Dec. 25 and released on $100,000 bond. A preliminary hearing is scheduled for February 25.
